Due to the budget shortfall in many countries, how to maximize money to benefit as many people as possible becomes a pivotal problem fro governments. Some people partially emphasize the role of science and technology and hold the opinion that governments' money should be allocated to more important projects rather than artists. However, in my view, whether this opinion holds true or not depends on different circumstances. We have to admit that it is important that governments invest enough money in scientific research and social services to improve living conditions especially when the conditions do not meet the demand. For example, in the UK, thanks to the money put into the National Health Service, residents in the UK do not suffer from illness because they cannot afford treatment. For less developed countries located in Africa and the Middle East where some people still starve, of course, priority should be given to solving this problem. However, when basic material needs are met, government should invest more in arts to boost its development. There are three main reasons: first of all, human beings have various needs and arts are an important one. Arts can provide people with a sense of fulfilment and happiness. Creative thoughts and original ideas can be expressed through art works. A highly civilized society always accompanies thriving cultures and arts. Secondly, the formation of arts varies in different regions, hence, arts and cultures are symbols for those regions which can unify people. Moreover, arts provide a new way of seeing and understanding the world. It cultivates people's creativity and innovation. To sum up, the government should keep a balance of financial utilization and both invest in infrastructure services and the arts so that they can create a healthy and robust society.
