The Ministry of Emergency Management on February 20 activated a Level-IV emergency response to disasters induced by low temperatures, rain, snow and freezing conditions in the provinces of Anhui, Henan and Hubei. The national commission for disaster prevention, reduction and relief has dispatched work teams to the three provinces to assist with disaster prevention and emergency response.
应急管理部于2月20日针对安徽、河南、湖北启动低温雨雪冰冻灾害四级应急响应。国家防灾减灾救灾委员会办公室派出工作组分赴河南、安徽和湖北协助指导防范应对工作。
It is important to beef up emergency management capabilities at the primary level, shift more management endeavors to the grassroots level, weigh guarantee policies toward the grassroots, and forward deploy guarding posts, so as to effectively prevent and defuse major safety risks, deal with disasters and accidents in a timely, forceful and efficient manner, and make sure that the line is never crossed in this regard.
要进一步提升基层应急管理能力，推动应急管理工作力量下沉、保障下倾、关口前移，有效防范化解重大安全风险，及时有力有效处置各类灾害事故，筑牢安全底板，守牢安全底线。
