A target is something you want to hit or a goal you want to reach.

So, a moving target is a goal that keeps changing.
因此移动目标是指不断变化的目标。
Some people use this trick to make a goal harder, or even impossible, to reach.
一些人会利用这种窍门让目标变得更加难以实现，甚至无法实现。
It's really hard to hit a target if it's always moving!
