据台湾媒体报道，台湾行政机构负责人江宜桦15日晚间18时许召开记者会宣布，台湾方面启动对菲律宾第二波8项新制裁措施。

Jiang said the Philippines has not shown sufficient sincerity and has been oscillating in its handling of the case, making it necessary for Taipei to take further action, Taiwan media reported.

台湾媒体报道，江宜桦表示菲律宾未表现出足够的诚意，并且在处理事件时摇摆不定，台北方面认为有必要采取进一步行动。

菲律宾公务船对台湾渔民扫射，导致一名渔民死亡事件引发了目前已持续一周的dispute/confrontation（争议/冲突）。在第二波制裁开始之前，台湾地区领导人曾对菲律宾发出72小时最后通牒（72-hour ultimatum），要求菲方正式、有诚意地作出回应，否则，8项反制措施便会到时生效

台湾方面采取的第二波制裁措施（second wave of sanctions）包括：发布菲律宾旅游警示灯号为“红色”，不鼓励赴菲律宾旅游或洽公（issuing a red alert on travel to discourage Taiwan people from traveling to the Philippines or doing business）；停止高层交流与互动（suspension of high-level exchanges between the two economies）；停止菲方经济交流、推广和招商活动（suspension of economic exchanges）；停止农渔业合作事项（suspension of fishery cooperation）；停止科技研究交流和合作计划(suspension of science and technology cooperation)；停止航权谈判（suspension of bilateral aviation negotiations）；停止菲律宾人士用“东南亚五国人民来台先行上网查核”免签措施（removing the Philippines from Taiwan's visa-waiver program）；防务部门及“海巡署”在相关海域办理联合海上操演(carrying out a joint marine drill with its coast guard patrol vessels in waters off southern Taiwan)。
