刘振民：周边外交工作座谈会是党中央统筹国内国际两个大局，为新形势下开拓周边外交工作新局面而召开的一次重要会议，确定了今后5至10年中国周边外交的战略目标、基本方针和总体布局，为周边外交开辟了更加广阔的前景。会议规格之高、规模之大，体现了党中央对发展同周边国家睦邻友好关系以及对创造良好周边环境的重视。
Liu Zhenmin The Conference on the Diplomatic Work with Neighboring Countries is an important conference held by the Central Committee of the Communist Party of China (CPC) to coordinate both domestic and international situations and open up a new vista for the neighborhood diplomacy under the new circumstances. It set strategic goals, basic principles and overall arrangement for China’s neighborhood diplomacy for the next five to ten years, and opened broader prospects for China’s neighborhood diplomacy. With a high level and large scale, the Conference demonstrated the importance the CPC Central Committee attaches to developing good-neighborly relations with neighboring countries and creating a favorable neighboring environment.
会议指出，我国周边外交的战略目标，就是服从和服务于实现“两个一百年”奋斗目标、实现中华民族伟大复兴，全面发展同周边国家的关系，巩固睦邻友好，深化互利合作，维护和用好我国发展的重要战略机遇期，维护国家主权、安全和发展利益，努力使周边同我国政治关系更加友好、经济纽带更加牢固、安全合作更加深化、人文联系更加紧密。这次会议提出的大政方针，是指导未来一个时期周边外交工作的战略纲领。
The Conference pointed out that the strategic goals of China’s neighborhood diplomacy are to obey and serve the realization of the two Centenary Goals and achieve the great rejuvenation of the Chinese nation; to comprehensively develop relations with neighboring countries, cement good-neighborliness and deepen mutually beneficial cooperation; to safeguard and make good use of the important period of strategic opportunities for China’s development and uphold national sovereignty, security and development interests; and to strive to grow more friendly political relations, more secure economic ties, deeper security cooperation and closer people-to-people and cultural contacts with neighboring countries. The major policies and principles proposed at the Conference are strategic guidelines for the neighborhood diplomacy in the next period.
我们将深入领会、切实贯彻周边外交工作座谈会精神，加强沟通交流，增进了解友谊，维护周边和平稳定；积极参与区域经济合作，加快互联互通建设，促进互利共赢；承担大国责任，倡导全面安全、共同安全、合作安全理念，推进区域安全合作；扩大民间外交和人文交流，广交朋友，广结善缘，全力打造中国与周边国家的命运共同体。
We will deeply comprehend and effectively implement the spirits of the Conference on the Diplomatic Work with Neighboring Countries, strengthen communication and exchanges, promote understanding and friendship, and safeguard peace and stability in the neighboring regions; actively participate in regional economic cooperation, accelerate interconnection construction, and promote mutual benefits and win-win results; shoulder the responsibility as a major power, advocate the idea of all-round security, common security and cooperation security, and push forward regional security cooperation; expand non-governmental diplomacy and people-to-people and cultural exchanges, make more friends and form friendship, and spare no effort to create a community of common destiny between China and the neighboring countries.

刘振民：2013年，亚洲经济继续保持较快增长，仍是当今世界最具活力和潜力的地区之一，是拉动世界经济复苏与增长的重要引擎。据国际货币基金组织（IMF）预测，亚洲新兴经济体今明两年经济增长分别为6.3%和6.5%，远高于世界平均水平。同时，受发达国家货币政策调整等影响，一些国家市场波动加剧，亚洲经济下行风险上升。尽管中国经济也面临一些压力，但仍是世界上增速最快的大国，发挥着地区经济稳定器的重要作用。
Liu Zhenmin Asia has maintained relatively rapid economic growth in 2013, and is still one of the regions with the most vigor and potential in the world today, serving as a major engine to stimulate the world’s economic recovery and growth. The IMF forecasts that, the economic growth rates of Asia’s emerging economies in this year and the following year are 6.3 percent and 6.5 percent respectively, much higher than the world’s average. Meanwhile, affected by the adjustment of monetary policies in developed countries, the market fluctuation in some countries is aggravated, and the risk of economic downturn in Asia increases. Although China’s economy is also faced with some pressure, China is still a major power with the highest growth rate in the world, playing a crucial role in stabilizing regional economy.
中国与亚洲国家的经贸联系非常紧密，已成为许多亚洲国家的最大贸易伙伴、最大出口市场和重要投资来源地。中国广泛开展同地区国家的务实合作，与亚洲国家积极开展高新科技、新能源和节能环保等领域合作，推进与周边国家的产业园、生态园、经贸区等合作项目。今年1至9月，中国与东亚和南亚国家贸易额超过8343亿美元，占同期中国对外贸易总额的27.3%。中国对外投资约七成投向亚洲国家和地区。据估计，中国经济增长对亚洲经济增长的贡献率超过50%。
With very close economic and trade relations with other Asian countries, China has become the largest trade partner, largest export market and an important investment source of many Asian countries. China carries out pragmatic cooperation widely with other countries in the region, implements cooperation actively with other Asian countries in fields such as high and new technology, new energy, energy conservation and environment protection, and promotes cooperative projects of industrial parks, ecological parks and economic and trade zones with neighboring countries. The total trade volume between China and the East Asian and South Asian countries from this January to September exceeded 834.3 billion USD, which took up 27.3 percent of China’s total foreign trade volume during the same period. About 70 percent of China’s foreign investment goes to the Asian countries and regions. It is estimated that the contribution rate of China’s economic growth to Asian economic growth has surpassed 50 percent.
中国积极推进区域经济一体化。中方提出的打造中国-东盟自贸区升级版、打造亚洲货币稳定体系、亚洲信用体系和亚洲投融资合作体系等重大合作倡议，体现了中国深化区域合作、促进互利共赢的积极意愿。中国积极推进互联互通，提出建设丝绸之路经济带、21世纪海上丝绸之路、中巴经济走廊、孟中印缅经济走廊，筹建亚洲基础设施投资银行等一系列重大倡议。意愿固然重要，倡议也很抢眼，落实更加关键。我们将努力把区域合作的战略构想转化为惠及周边的具体成果，造福中国和亚洲国家人民。
China actively promotes regional economic integration. The significant cooperative initiatives put forward by China, such as upgrading the China-ASEAN Free Trade Area, and establishing the Asian currency stability system, Asian credit system and Asian investment and finance cooperation system, have shown China’s active wills in deepening regional cooperation and promoting mutual benefits and win-win results. China actively boosts interconnection, and puts forward a series of major initiatives, such as building the Silk Road Economic Belt, the 21st century Maritime Silk Road, the China-Pakistan Economic Corridor, and the Bangladesh-China-India-Myanmar Economic Corridor, as well as preparing to establish the Asia Infrastructure Investment Bank. With important willingness and eye-catching initiatives, the implementation serves as the key. We will strive to turn the strategic concept of regional cooperation into tangible results that benefit the neighboring countries, and the peoples of China and other Asian countries.
世界特别是亚洲国家都很关注中国未来的发展。党的十八届三中全会作出全面深化改革的决定，这些改革措施将使中国经济继续保持健康发展势头，国内需求特别是消费需求将持续扩大，对外投资也将大幅增加。这将给中国与亚洲国家的合作带来更多机遇。中国将继续为亚洲的发展与繁荣作出贡献。
The world, especially other Asian countries, pay close attention to China’s future development. The decision concerning comprehensively deepening reforms was adopted at the third Plenary Session of the 18th CPC Central Committee. These reform measures will help China’s economy continue to maintain the momentum of sound development. The domestic demand, especially consumer demand, will expand continuously, while foreign investment will increase substantially. These will bring more opportunities to the cooperation between China and other Asian countries. China will continue to make contributions to Asia’s development and prosperity.
