Today is china's fifth poverty relief day and also the 26th International Day for the eradication of poverty. The state counter poverty alleviation office has just announced another 85 counties have been lifted out of poverty. In the past 40 years China has successfully lifted 700 million people out of poverty. And poverty incidence has also dropped from nearly 98% to slightly over 3% contributing more than 70 percent to global poverty reduction. China plans to lick the rural poor out of poverty by 2020. And eradicate poverty-stricken counties to solve overall regional poverty. How did China achieve all of this? A representative of the UN Development Programme in China said the answer lies in the complete and timely policy system.
Nicholas Rosellini: I think it's the whole package. It's not maybe one individual per policy. It's the sequencing and it's the scope. For example, starting with the rural reforms from the late 70s with the rural household contract responsibility system, which really gave emphasis to improving the life in rural areas so starting with that moving on to national poverty reduction programs. And then as time passed, having much more targeted programs. So I think the whole sequencing has been very successful in terms of government policy
