China's quality watchdog says the dumpling poisoning incident in Japan has been proved to be an individual case caused by man-made factors.

Meanwhile the country vows to intensity international cooperation on ensuring food safety and better serve consumers worldwide.

At the end of last month more than ten people were reported with stomach ache after eating dumplings produced in China. Suspicion then emerged about harmful chemicals in Chinese dumplings.

The Chinese government paid great attention to the case and immediately conducted investigations, expecting to clarify matters as soon as possible.

Earlier this month, China's quality watchdog and Ministry of Commerce sent a team of experts to Japan and conducted tests on the rest of the dumplings from the same batch sold in Japan, all of which were safe according to the test results.

Investigations on the producer were also underway. Yu Xinmin, a senior official with the Ministry of Public Security, detailed what the investigation team found in Tian Yang Food Plant in northern China's Hebei province, the producer of the dumplings.
''We have investigated on the production, packaging, storage and transport process in the food plant. The factory is very clean and safe, with all the staff members working under strict regulations. We believe there is very little possibility of the food being polluted by harmful chemicals in China.''

Yu Xinmin said they also checked video and written records of production within the food plant. No leak of any poison was found.

Wei Chuanzhong, deputy director of China's quality watchdog, echoed the view by saying that products from this food plant, including the samples brought back from Japan, do not have pesticide substances.

The official also emphasized that more than 99 percent of the exports from China to Japan have no problems whatsoever. A singular issue will not affect the cooperation and friendship between the two countries.

''Chinese exports have always been guaranteed with good quality. In this dumpling case, we publicized information very quickly, which means we are highly responsible for the consumers both home and abroad.''

Meanwhile, a cooperation project on food safety between China and Japan is expected to begin soon.

''We are positively pushing forward a long-term cooperation project on food safety with our Japanese counterpart. It will cover personnel training, technological communication and regular meetings.''

Earlier this month the two sides met to discuss the cooperation and sign corresponding agreements. China said the country is expecting to see a start as soon as possible.
