Analysts say the program might help with easing overcrowding at public hospitals, but it is unlikely to clear the way for more affordable healthcare because foreign-invested hospitals are geared mostly toward wealthy patients. Critics have also argued thatthe biggest challenges in the Chinese health care industry stand in the overall regulatory environment forhealth insurance and rules on physician employment.
