I now invite the House,by the Resolution which stands in my name,to record its approval of the steps taken and to declare its confidence in the new Government.
现在依据我所签署的决议，请求下议院将它同意行的步骤正式记录下来，并宣示它对新政府的信任。
Sir, to form an Administration of this scale and complexity is a serious undertaking in itself,
要组一个这种规模而又这样复杂的政府本来就是艰难的事情，
but it must be remembered that we are in the preliminary stage of one of the greatest battles in history,
但我们要记得，我们正处在历史上最大一次战争的初期阶段，
that we are in action at many points in Norway and in Holland,
我们在挪威与荷兰很多地方正在作战，
that we have to be prepered in the Mediterranean,that the air battle is continuous and that many preparations have to be made here at home.
我们必须在地中海地区做准备，空战正在持续进行中，而在国内这里也必须做很多准备。
In this crisis I hope I may be pardoned if I do not address the House at any length today.
在这个危急存亡的时刻，如果今天我对下议院的演讲不够详尽，还希望多予体谅。
I hope that any of my friends and colleagues,or former colleagues,who are affected by the political reconstruction,will make all allowances for any lack of ceremony with which it has been necessary to act.
在这次政治改组中，希望受到影响的朋友。同事，或以前的再事能原谅我的失礼，这也是不得已的做法。
I would say to the House,as I said to those who've joined this government:
正如我对加入新政府的人员说过的，我现在也要对下院说：
"I have nothing to offer but blood, toil, tears and sweat."
除了血、苦干，泪与汗之外，我没有甚么可以奉献的。
We have before us an ordeal of the most grievous kind.
我们面对的是一次最严苛的考验。
We have before us many,many long months of struggle and of suffering.
在我们面前的将是很长很长的艰苦岁月。
You ask, what is our policy?
若问我们的政策是什么？
I will say: It is to wage war, by sea, land and air,with all our might and with all the strength that God can give us;
我的回答是：尽我们最大力量，运用上帝赋予我们的一切能力，在海上、陆上和空中进行奋战：
to wage war against a monstrous tyranny,never surpassed in the dark and lamentable catalogue of human crime.
奋力对抗一个穷凶极恶的敌人，其残暴在令人悲痛的黑色罪录上是前所未见的。
That is our policy.
那就是我们的政策。
You ask, what is our aim?
若问我们的目标是什么？
I can answer in one word: victory.
我可以用一个字来回答：胜利
Victory at all costs, victory in spite of all terror,victory, however long and hard the road may be;
不惜一切代价的胜利、不畏恐怖的胜利，不管道号可能多么漫长艰苦；
for without victory, there is no survival.
因为没有胜利，就无法生存。
Let that be realised;
这点我们必须了解，
no survival for the British Empire,no survival for all that the British Empire has stood for,no survival for the urge and impulse of the ages,that mankind will move forward towards its goal.
大英帝国无法生存，大英帝国代表的一切便不复存在，而推动时代前进、使人类迈向目标的一切动力也不会再有。
But I take up my task with buoyancy and hope.
但我满怀快乐和希望，努力肩负起我的职责。
I feel sure that our cause will not be suffered to fail among men.
我确信，我们的理想在人类之间不会遭到失败。
At this time I feel entitled to claim the aid of all,and I say, "Come then,let us go forward together with our united strength."
这个时候我觉得我有理由要求所有其它人的协助。我要说的是，奋起吧，我们要团结一致，全力以赴，共同向前迈进。
